Can someone identify this bush that was here when we bought the house. It's a gorgeous bush, with light green and yellow variegated leaves, but this winter seems to have taken a real hit from the cold and snow, as the top half is dead/dying. I've wondered what it is, but now more ever, would like to know and how to proceed with pruning it and/or possible taking cuttings to propogate.

I've cut these things pretty far back without hurting them but i am no master gardener lol. I just do what i think will work :)

No problem! I actually have some "free" time :)
I would say it has to be easy to propagate because the branches tend to "root" themselves into the ground. I once took a piece from my brothers house that had rooted itself underneath another bush. You may already have babies out there :)
