I live in western Oregon, but get hot summers (100) and somewhat cold winters (20's)...and would like a ground cover that stays LOW to the ground and will tolerate full sun.

There are a few ground covers on this site that will fit your needs.
Ceanothus thyrsiflorus repens or other low Ceanothus might be gorgeous. Wish I could have them. I tried Ceanothus griseus 'Diamond Heights' but it could not tolerate my cold soggy winter. Or maybe one of the teeny weeny Arctostaphylos from Cistus Nursery?
