I think I have Witches Broom and Rose Rosette!!

Altadena, CA

I first noticed one of my lavender plants growing oddly, no flower stems/no flowers, and a witches broom appearance. This plant is in the backyard and near other lavender, I noticed those plants are starting to have weird growth too. I removed them promptly, dirt too. I've noticed this witches broom effect on my other plants in the backyard and I'm very stressed about what to do. I don't want to pull them all out, I've invested so much time, money, and energy into my garden. Plants I've seen this on are butterfly bush, stunted looking growth on passion vine, potato vine, gomphrena fireworks.
The second issue is I think I have Rose Rosette disease on my roses. I went to the nursery today looking for lime because I thought it was a deficiency in my roses causing this dwarf looking growth on new shoots, but three people at the nursery said it looked like Rose Rosette. The new shoots of my hybrid teas have narrow leaves, tiny buds, looks more like a miniature rose. I see some of that red growth common with Rose Rosette. I'm freaking out because I have 40 roses in the front yard and I think at least 7 rose plants are affected. How do I keep this from spreading to the other roses? Today I cut any signs off, but do I have to get rid of all these roses and will it effect my other plants in the front? Do I need to spray everything with miticied?

I have a couple of roses showing weird leaf growth. Is this what you mean by scotchbroom leaf growth? I sur would like to know what is going on with these 2 roses. I have one in the front yard and one in the back yard.

It is the rose rosette which is caused my a mite. This site says to destroy the entire plant including the roots. Luckily it is only found in roses.
