Miniature Roses - how to grow & thrive

Someone gave me a potted Miniature Rose plant in January, in Bloom.
It is now April and it is still doing well, but not thriving, some leaves are turning yellow.
I am following the directions that came with it.
What does it need?
Fertilizer? Re-potted? Re-potted outside (after all risk of Frost)?

I would repot into a larger pot with a good quality plant compost, add a little blood - fish - Bonemeal to the soil, this is a slow release feed, Roses are greedy plants and like a humus rich soil BUT being Minature plants, they wont really lasy outside all winter , so pot growing is next best.
They require good light but not baked in hot sun all day, and need watering when you stick your finger into the soil and it feels dry, dont over water But not dried out constantly either.

I suspect the yellowing of the leaves is due to dry indoor air, maybe NOT enough light as it should be awakening into new growth now.
When you remove it from old pot, look it over well, underside of leaves too, check there are no insects in the roots / soil nibbling at the roots, and when re-potted and fed, IF the weather is warming up, place outside in nice bright light for a few hours each day to get used to the open air and new environment, remember to bring back indoors end of season. repeat the same process each new spring BUT when the plant is needing a 10-12 inch pot years down the line, dont re-pot, juse try remove some soil from the top of pot and add new, about 3 inches down.

I wonder if anyone knows of a type or types of very small roses (minis) that are hardy.
My zone is 7a (I think a)

I am thinking of roses that perhaps grow only one foot or smaller - do they even exist?
Any smaller low care (once established) rose recommendation would be welcome.
I am on a quest to eliminate my grass in my front yard with hardy, mostly short plants. As I am
tired of people taking bulb flowers right out of my yard, thorns are just_ fine!

Most miniature and groundcover roses I'm finding can/will reach up to 3 feet.

Weeks roses has some groundcover roses.
