mulch?

I put mulch (the reddish artificial mulch) around 2 Day Lilys & 3 Mums last autumn. To my surprise the Day Lillies have pushed 4 small green shoots(?) up though the mulch.
The Mums are doing nothing. Should I remove the much or leave it?

You could pull back the mulch, see if the mums are growing. Careful, if they are growing they will be very tender at this stage.

Dont know about Florida but here in UK, it's still too early for Mum's to be showing signs of above ground greenery, As Diana has said, be very careful when clearing the mulch away as the very tender green shoots (they may be white under the soil due to lack of light) personally I would leave well alone for another few weeks.

Thank you everyone. I will leave the mulch alone for now. Mom bought the mums as 3" plants from WalMart last year. I was told it was too late to plant them but they were wilting in the pot so I figured put them in the ground & let them hibernate over the winter. I cut them at ground level after the 1st frost as told. Hoping they will pop out strong this year but not holding my breath.
Early warm weather this spring, already up to 80°+ a few days this week, hoping it will be a good planting year, this is my 1st try.

Mums are kind of weird sometimes. A lot of them aren't that hardy, at least for my area.
