Rose Midge
http://oregonstate.edu/dept/nurspest/rose_midge.htm
I have seen this at 2 sites, perhaps it is worth looking into. Are you in an area that gets cold enough for the rose midge to hibernate (or whatever it is doing in the mulch!)?
"There is some anecdotal reports that removal of any mulch and loose soil around the plants in late fall will remove the embedded larva which burrows about 1-2" below the surface. Again this material must be removed from the garden or anywhere within 150 feet to prevent return of the insect. "
Include the term IPM in your search. This stands for Integrated Pest Management, and will probably be the least toxic method that is known to control them. There may be other methods or products, not tested.
I use all the home brew methods I can think off when it comes to gnats, midge, green or black flies,
I start off with a small squirt of liquids dish washing up soap, put this into a spray bottle and spray this on ALL parts of the plant, even spray the soil around the stem.
IF the above fails, crush a clove of garlic, infuse in boiling water, when cold, strain the garlic mixture, decant into spray bottle and spray the plant, every type of spray needs to be sprayed on the underside of the leaves as well as the top side and stalks etc. spray the soil around the plants too.
My old Father used to grow a clove of garlic a few inches away from his Roses, 1 glove per plant.
He never had a problem with any bugs that ate the buds or foliage, he reckon the garlic smell kept the bugs away AND the ROOTS took up the oils from the cloves as they grew, this he said put the flies and other bugs off eating the parts the different bugs liked.
Dont know IF you can get them where you live BUT here in UK we have yellow sticky papers that we can hang up, stick garden canes into the soil, place a string from one cane to the next, hang the sticky yellow papers above each plant and the yellow attracts the little flies and they stick to the paper instead of your plants, WARNING, I used them in my greenhouse a few years ago to try out, the problem I found was I got some other beneficial insect got stuck to the paper also, NOT so good LOL.
There will be many other home made stuff others have tried out, this is just 2 for you to try out.
Good Luck.

Let us know what works for you, RubiNisha.

The whole Idea of Dave's is, we all try to help each other so please dont feel you have to stop getting any help you require, there are many wonderful people here on site and are always happy when new gardeners ask for help and even better when the help offered works out.
Sometimes we cant help BUT I think I can talk for everyone else when I say, most folks really try hard to offer there own experiences with different problems.
Hope those Rose Midges move on somewhere else very soon, Like Cville_Gardener, I also would love to know what you used and has it helped you.
Best Regards.

Friends,
I Tried Aloe vera as pesticide for rosemidge. its kind of worked for me.
Sounds good. I've never tried that.
So glad you got sorted RubiNisha, can I ask how you used the Aloe Vera, did you place it in water to make a tea like mixture or what, I love learning about home made fixes especially when they are NON toxic to people or plants.
Best Regards.

i just made a raw aloe juice and diluted with water.i poured the water in soil and all parts of plants especially on rose buds where rose midge feeds.i tried this just for 2 days.now my rose buds free from rose midge.i think i should do it again for more best result.i hope this will help some.
Yes, it will.
Many thanks Rubi, another easy way to help keep our plants free from those dreaded bugs without using any chemicals.
Good idea to repeat the Aloe wash as even with chemical compounds, you still have to reuse after a week or so, so even more chemicals needed.
With the more organic type of products and several home made remedies like your's, means even IF they don't work, there's no damage done to pollute or damage the plants or environment.
Well done !!!!.
Enjoy your Plants for many more years.
Kindest Regards.
WeeNel.
