Our neighbor used sisal or jute ( rough rope ) to tie up a Ti plant to a fence and my papaya tree- I think it will kill the papaya, so I cut it off. It was tied very tight around the trunk. I think it is gardening 101 to use t- shirt material and leave room for growth. I'd like to hear from the experts.

Yes you should make sure a tie doesn't cinch tightly, or it will interfere with growth and circulation. Looped sisal can work. You also don't want the rope to rub into the branch and damage the bark. Stretchy t shirt or nylon material is softer in that regard.
Just something to consider, depending on what the underlying situation is here and how good your relationship is with your neighbour... If the tree is impinging on the neighbour's property, the common "rule" is that the neighbour may treat the parts that affect his/her property as though it is their plant. That said, it is hoped that both you and the neighbour can be satisfied with the handling of the tree.
