I found this creepy stuff on a couple pieces of foliage in a vase with roses. I can't find anything about it anywhere. Does anyone have any idea what it could be? Please help!

Not creepy at all. That looks like the back of a fern frond. Those are the spores, in little clumps called sori. You could make more ferns from them if you wanted.
I agree. They are fern spores. Very natural.
yes- The fact that they are so regularly spaced is a clue that they are part of the plant and not an insect or egg.
