I planted my tomato seedling and watermelon seedlings a couple of weeks ago. they are coming up nicely. I have a couple of plants that have come up and when they get to about 3 inches tall the stem shrinks and dies. Not sure what is going wrong.

Sounds like "damping off" - you can look it up. There's volumes written on it.
Agree - soil too wet and not enough air movement are significant contributors to the fungal affliction's ability to get a toe hold.
