Landscaper planted small snowball tree during very dry August. Tree was in full bloom, snowy white blossoms. They never withered, or fell off, instead dryed on tree and are still present in January. Should I leave them in place and wait until new growth is seen in spring? Thanks for input!

Take some pictures and post them here. As many as you can stand, and it will be valuable to start with the WHOLE plant, and then work your way down to excruciatingly closeup details. You can include five images each time you post, and you can reply as many times to your post as you wish.
Based on the information you provided...I do not think your plant is what you think it is.
I think you have some sort of Hydrangea species, possibly a selection of Hydrangea paniculata. That is an oppositely arranged simple foliage species with terminal white flowers in midsummer, which often/always persist as dried bracts. It is famously used in older cemetery plantings.
