Will cutting this flush with the ground be sufficient to remove it, or will it be likely to come up again?
If the latter, what is the best way of dealing with it?

Removing this plant growing up underneath fence
I am not sure exactly what it is, so do not know for sure if it will sprout up again.
What I do when it is something that will come up again: I use a disposable little paintbrush (1$ store type) and paint full strength undiluted brush killer onto the fresh cut. If I am at all worried about pets I put upside down bucket on for a few weeks, then wash it off. The poison gets down into roots and kills it. You can buy brush killer concentrate at any hardware store in the garden poison department.

My preferred way to get rid of this kind of invader is to cut it down and then pour boiling water on it until I'm sure I've killed the critter off.
