What's wrong with the Alberta spruce in Los Angeles?

Alberta Spruce is a dwarf form of Picea glauca.
They thrive in mild to cold weather climates, and deep irrigation with minimal salts in the water.
They struggle in hot, windy, dry climates, and when they are subject to dry soils.
These conditions often bring on pests such as spider mites.

The plant in the picture looks like it has a sort of 'one sided' problem, suggesting exposure to sun, wind (consistently from one direction) or reflected heat from a wall. Probably in combination with poor watering or watering with water that is high in salts (including many minerals or fertilizers).

They have a slow comeback.
Honestly, I would remove it and plant something more appropriate to the location.

However, to save it:
Check for spider mites and other pests, and treat properly. Many conifers are sensitive to pesticides, especially in hot weather.
Deep soak to leach out the accumulated salts in the soil, and to properly irrigate the plant.
If it is exposed to reflected heat or wind add something to protect it from these factors. Perhaps a burlap screen well secured between some stakes. Allows some wind to go through, but stops a lot of it.
