Times ticking, I need help getting my cukes to SUCCEED

Good Morning All
Finishing off my first batch of sour pickles I harvested from my mothers garden I can't help but wonder why I have not been so fortunate as to be putting my own harvest to use (which is impossible seeing none are big enough, nor is the quantity there - period!)
Some of my plants are really starting and look great, while others are struggling - it seems. I have some very small plants that have flowered and put off tiny cukes, which appear to be staying the same size. Would it be best to pick off the first few cukes to attempt to force growth on the plant instead of the fruit until its larger? I sowed my seeds very end of may, I certainly did not have this issue last year. (keeping in mind, however, the nights have been unusually cool for this time of year.)
Any advice or tips would be fantastic, thank you in advance
I only have a month and a half left in my growing season, my cukes need all the help they can get.
(my toms are very vigorous and putting off fruit like no ones business - but they seem to be taking soo long to ripen, could this be the cooler weather as well?)

My guess is that it's the cooler weather...
