Over 15 years a beautiful row of lacecaps has grown up, matured and flourished bordering the house...this winter was brutal on many of our shrubs especially these...in full summer now I can see how much dead wood there really was..there are maybe a fifth of the usual blooms though lots of green in the surviving area..I know to clean out the dead wood the question is should I fertilize last summer or fall? We are in 6b

It's a judgment call in this case. If they have put on good growth this year I would wait until next spring. If they haven't put on a lot of growth then a tad of fertilizer may help before cold weather sets in.
