Pole beans unproductive

I've lots of hardy vines, an over abundance of leaves and blossoms, but not even a handful of snaps. What there is are small and short.
Any suggestions for what may be needed?
Within close proximity are bell peppers, marigolds and Swiss chard. They are doing fine but for the chard (very small).

They all are planted in straw bales.

Five feet away in a parallel straw bale bed are hi-bred cucumbers, miniature sunflowers, marigolds and Swiss chard. All are doing great but for very small chard.

My concern is for the beans.

What might I use to aid production of these pole beans? The blossoms and bees are plentiful.
