I need more privacy screening and want to build a limestone wall and garden bed against a wooden fence. Do I need to line this, or can I have a 2 foot high bed right against the fence?

Most fences are not strong enough to be used as a retaining wall. If you have to build a raised planter, put a stronger wall near the fence, leaving enough room that the fence can be rebuilt when it is needed.
Other alternative: Choose taller plants.
Diana is right, I had a neighbour years ago who made a veg patch against our burlap privacy fence, all was great for a couple of seasons then one day as he was digging the plot, the fence collapsed, his soil (we never new he kept adding to the soil height) but the mess was hell as it landed on pathways and small flower beds we planted a few feet from the said fence.
The damp soil rotted the wood and his constant digging of his plot allowed rot into the fence posts, of-cource he then reminded us that we were the owners of the said fence so wanted nothing to do with replacing the panels that he wasted.
We could have had some nasty words and real fall out's about it, the clear up I remember was one of the heaviest jobs, but to resolve the problem recurring, we put an open wire fence up and rebuilt a wood fence a foot in from the wire one. the wire outlined our boundary and he had to put up with our weeds each year till we decided to clear them.
You would need to lay a metal, wood planks, rail sleepers (untreated) or brick / stone to prevent disasters occurring like I had.
We moved 2 years later and are happy to be neighbour free and can go visit humans when ever I want, not too often BUT my Grandkids have had wonderful early growing years here on the coast, woods etc and NO traffic close to the house, every cloud has a silver lining LOL.
