A friend just gave me these two echeveria plants a few days ago. I decided I want to put them in a terrarium. Anyhow, I ordered all the items I need to make one but in the meantime I soaked the roots of these two in a jar of water. I took them out only because I thought it would damage the plants somehow.
Can someone tell me if I should cut this black stuff at the base of the plants off? It looks like a pile up of dead leaves or something. I expect all my items to be delivered in a couple of days. Will they be ok with their roots exposed for a couple of days?

Yes, those are dead leaves. Never soak a succulent in a jar of water though as this can set up rot quickly. The roots will be fine exposed for a few days too. I pulled some Aloes out of a pot that looked like there was some rot going on. I put those on the baker's rack on the deck in full day sun (the rack is in full sun but the aloes do have a little shade from the rack above) and that was weeks ago and they are doing just fine. Echeveria may not be as drought tolerant as Aloe though.
The Echeverias are fine with their roots exposed but you might just park them in a pot in dry soil if it's going to be more than a couple of days. If the roots look unhealthy or damaged you might consider just lopping them off and re-rooting the heads in the final container. Sometimes plants come back reinvigorated when you do this, especially if they are getting long in the stem.
These plants accumulate dead leaves below the living ones and you can remove those if you want. Do it gently, with a sideways motion, for best results. Any time you cut or manipulate the roots you should allow the plants 2-3 days minimum to heal before watering. Give lots of light and use a porous (rocky) soil mix.
