Should I give up on this berry plant?

For the second year in a row this berry plant had produced a lot of white flowers and
very small berry clusters. I think I might move it from its prime spot.

Looks like it could be a bastard plant or poor pollination. After two years I would remove and replace.

there's a slew of viruses that affect brambles. One common is "crumbly Berry" Small druplets or nonexistent druplets. Get new virused indexed plants-recommended every 7 years. Not so likely pollination as the berries are quite attractive to hundreds of species. here Boron def. causes some issues. gil, WA state

take a sample of your soil and the sample of the berries in the picture to your local nursery. Ask them to test the soils ph and fertility. Your problem may be too much nitrogen which produces great green growth but, does not promote the bloom and fruit. For better bloom and fruit you need strong roots which promotes healthy bloom and fruiting. Depending on the nursery soil test, you might try the higher percentage in your fertilizer of potash and phosphorous.

I have removed the plant. I gave up.
I had gotten it in Western NY from a relative of Himself who asked a favor, so I asked him for a plant in "payment". It was growing freely on the fringes of his property so it might have been a wild blackberry.

I got tired of waiting.

Thanks, everybody, for the thoughtful advice.

I had done the research on the ph and it should have been compatible.The link to pollinators is interesting--I have more bumblebees than any other pollinator, and the article says they can be better than honeybees.

Right now I am going to use the space for something else. Not sure yet.
