I have a basil plant in a small container on my balcony along with many other plants. Last week I accidentally let it dry out pretty bad, then this week I noticed that the leaves looked really chewed on. I thought at first that maybe the sun had harmed it when it dried out, but then I noticed a lot of black eggs/poop all over the leaves (mostly underneath). I looked hard for any sign of a pest. I didn't see any caterpillars, slugs or aphids. What else can it be? I've never used pesticide, but would something like neem oil help? I'd like to know what it is so I can fix the problem, as I really don't want anything to spread to my other plants. Thanks for your help!

My guess is that whatever laid the eggs has either died or moved on. I'm not an entomologist but a lot of insects die shortly after laying eggs. I'd remove the eggs and spray it with the neem just in case it comes back.
