My purple velvet passion plant is growing these small white roots... is that okay?? I tried looking this stuff up but I can't find anything. I think its normal, and i feel silly for asking, but i'd rather feel safe than sorry! Should I get a bigger pot?
Yes, and that is a good way to make more plants.
Lay a stem down over a new pot, and put a rock on it or something to hold it in place touching the soil. When it roots, cut it off from the mother plant.
