Disease in outdoor ornamental plants

1. I have noticed lot of holes coming up in leaves for the weeping cherry tree since 2 years now and don't see any visible insects around it. I sprayed a generic tree care couple of weeks back before the leaves sprouted but it has not made difference. Please can somebody help suggest a remedy.

2 on the another ornamental plant, i see the leaves and flowers are infested with some kind of rust disease. It is dying, can somebody suggest how to protect this beautiful shrub.

The cherry may have "shot hole" - Coryneum blight.

I can't tell what has happened to your Rhododendron; it may be winter damage.
