Something killing Rosemary

Last summer I lost two Rosemary plants. This year I purchased another to replace them. Now it looks like it is dying also. I'm not letting the soil stay to wet. Would anyone have any idea what is doing this? Is there anything I can do about it?

Still looks like too damp to me, is that Tuscan Blue? My prostate dies a bit more at the base every summer, but grows well in winter and spring where Iam. It lives best in DEEP sandy loam with a sprinkle once a week tho. Lots of air circulation , the pic is Tuscan Blue rosemary behind the Salvia if you can see it. Seems to need more deeply draining soil the longer it grows.Do you have anywhere outdoors it can go? Or even a MG garden soil where it can be repotted after pinching bad branches and tips of the longer branches down?

My rosemary bush I've had in the ground for 4 years is doing the same thing. What is I dig it up and plant in somewhere else using a high sand content?

If the new location has better drainage, then I would move it.
