Whats this white thing in my soil?

The soil of all my houseplants keep getting this white thing. Not sure if its some sort of eggs or nutrients or what.
The soil of most plants is completely scattered with it...

Is this in the soil when you buy it?
Perlite is a soil additive. It is a sort of puffed up mineral. It is firm, but can be crushed with your fingers.

Is this something that grows in the soil after it has been in use for a while?
Perhaps some kind of fungus.
