How much pruning can a 15 foot red-tipped Photinia take?

My HOA is making me trim my Photinia. The wife hired some guys and now I have an eye sore. The previous homeowner trimmed all growth from the bottom 5 feet to make the shrub look like a tree. If I trim these to 5 feet (along a 6 ft fence) will it survive?
