Hi! I need to regrade the flower bed along the front of my house because I am getting water in my basement when it rains or I water. It is currently topped with rock. Do I have to remove the rock before I add new soil or can I go over the top of the existing rock?

If it is just a few inches or up to a foot of soil, I would remove the rock. It will be hard to garden in that area if you keep digging up rock. If the fill will be more than a foot deep, and you really want to grow just flowers then it might be OK to leave the rock.
Will you be excavating and using any waterproofing on the foundation?
