my wife is growing a pimento beans, she has noticed orange spots on the beans. what is the cause of this?

First of all , is she growing Pimenta dioica or some type of bean? Pimenta dioica is an evergreen shrub whose fruit is used for spice. I don't know of any actual bean call pimento, but if it is in the genus Phaselous I would suspect anthracnose or rust. http://edis.ifas.ufl.edu/pg041
ummm, pimiento peppers not beans. where did she get the beans?
or is this a misspelling of pinto beans? Phaseolus vulgaris is susceptible to rust- all varieties of pinto beans are
