Zone six. Too late to plant tulips?
I would plant them. I have planted bulbs into early December in my zone 5b garden with no issues.
I'll second what Carolyn wrote I've planted tulips mid December in zone 5.

If I had tulip bulbs, by all means I would plant them. I have planted tulips in January before (as weather allowed). It was that or no because the bulbs will not hold over till next year.
You could always plant them in a pot in a potting mixture and move it outside when the weather is in the 40's or more.
