climate zone discrepancies

I find severe climate zone discrepancies between my Sunset Western Garden Guide and my Hortus Third 1976 edition. Plant tags agree more with the info in the Sunset Guide than with the Hortus. Problem is that there is not a single reference in the Hortus as to what zone map they are using. You would expect more from a volume that cost more than $150. Has there been a great change to standard climate zone maps since 1976?
