Is my Cotoneaster dead?

My cotoneaster was planted by a wonderful gardener in 1998 in the corner of my garden, mild Bay area California climate, where it receives morning sun and is watered by a drip system. I have not seen any leaves or blooms since the first couple of years and wonder if it is dead, or just unhealthy, or if this is a common characteristic of this beautiful and unusual plant.
