I planted this weigela bush 3 seasons ago and it is growing with fresh green branches but all the branched are flat to the ground.Is it sunlight? I have another close to it and it is growing upright. How do help it to grow upright?

You could stake it, especially if the branches are still flexible.
You could prune it to make it branch out, then stake the ones that start off growing upwards while they are still flexible enough to work with.
If it is still quite flexible you could try putting it in a cut-down tomato cage. Maybe leave the cage a foot high, pull the branches up through to cage and see if that will direct enough branches upwards to make it look good.
Whatever support you use, keep it as small as possible and still do the job. Then the plant will grow to hide the support.
You might just have a rare sport that grows prostrate (flat) instead of upright. If it persists in growing flat to the ground despite propping it up, etc., try taking a few cuttings and root them. If they ALSO grow flat to the ground, Congratulations! You have a new variety of prostrate weigla and I'd love a cutting!
