Tabebuia Tree, propagation

I removed a Yellow Tabebuia Tree that had rooted under a slab that was getting very tall. Apparently, I left some roots behind and they have sprouted new growth and are thriving. Is it possible to create roots by scraping the bark above the ground and mounding dirt to see if roots will appear and then cut off below new roots. I want to save what has come up and then finish digging out the older roots or kill them off.
