For years I've been able to root this wonderful plant in water. This season, a problem. There is a milky and filmy substance collecting around the new sprouts and roots. What is it? Can I treat this? I can rinse it off but it comes right back. Thank you.

I've never rooted this plant in water but, did bend the heads down into a pot of damp compost with added sand for drainage, it grew roots from the umbrella type heads and then it was cut free from the parent when the roots were long enough to support the new plant.
All I can recommend you do is. wash off the milky substance, if it's rooted, plnt it in damp soil as soon as possible, maybe it has something to do with the water as there are some plants have a white substance around the root's and pot's like a salt extract leeching out, it does no harm so give it a try and if it fails, what have you to loose ????.
