Hi I have bareroot thujas that were delivered via mail. To make a long painful story short they have a lot of brown on them. I know they come dormant. Is it normal to have brown on them? They are so small. They have not started really growing yet, but I do not know if some browning is normal until they root?

Do the plants actually have roots, IF yes, stick them in a bucket / bowl of water to give them a good drink, they have been removed from their growing conditions and transported while no water or light was given, so what you have is to be expected in MOST cases,
IF you have spare area of ground you can plant the little saplings out into then prepare the soil by adding some peat / compost before planting and then water, DONT give a feed until spring.
IF possible make a frame shelter maybe use garden canes and plastic or polly (CLEAR) to make a tent over these baby plants for heat and protection over the winter months, IF the weather warms up in winter, just role the plastic covers off and allow air and sunlight onto the plants BUT, recover again in the cold evenings.
It will be touch and go IF your saplings survive but all you can do is your best.
As regards BROWN on the plants, without any pictures it's difficult to give any real answers to that as there is always a little die off with baby tree / shrub type plants when deprived of light and water, even mature plants can show brown in those conditions but as with lots of other type of plants they can bounce bas=ck and never show signs of suffering, don't remove this browning untill you have planted them out and a few weak's later assess them again, the brown wont turn green BUT I would not start chopping off bits of foliage on a young baby plant as these as you will be creating a wound that could end up making more problems than just a bit of browning.
Try send a picture of the browning and maybe that could be more helpful.
till they are in soil and growing well leave well alone I would say.
