brown spots on Swamp Mallow leaves.. fungus?

these brown spots appear on all the leaves on the Swamp Mallow but don't affect blooming. I have sprayed with insecticides and fungicides with no relief. They begin appearing around July [central Florida] and leaves eventually yellow and drop off.

My guess is a bacterial spot. Fungicides wont cure so a bacteriacide such as copper should work.
