Fruit Cocktail tree (peaches, nectarines, plumbs, apricot)

Hi

I live in zone 9 and have a 3 year old fruit cocktail tree. It has actually grown some pathetic fruit this year. My question is: The tips of the limbs are leafy, but the limbs are pretty sparse with leaves? What could be wrong?
