I have this vine that has not flowered. If I add a bloomer fertilizer and cow manure will this encourage blooms.

You didn't mention how long ago you planted it or if you did any pruning, but possibly this link from ehow.com will be of some help.

They have a lot of adds (I guess that's how they cover expenses), but they do tend to have good info on all sorts of subjects.

Adding fertilizer may or may not help. Depends on what nutrients are already in the soil.

Cow manure usually will not help. If you get the commercially packaged steer manure this is often from feed lots and can be higher in salts than you really want in the garden. If you are collecting from your own (or neighbor's) cattle, then it would need to be composted. Cattle are pretty efficient at digesting their food, so the end result is not high in fertilizer. Makes good soil amendment, though.

Is your vine in a pot? or the soil?
Is it in a place with the right sun/shade?
Is it growing healthy and green?

If your plant is Campsis radicans, these are highly adaptable plants, and quite invasive. I would give it a year of getting established, but then it should bloom. Maximum blooms in my garden (mild summer area of zone 9b) is in full sun with moderate water. It is in bloom right now. I do not fertilize it at all. Quite the contrary, I am trying to get rid of it. To me, it is a weed.

If your vine is something else, please provide a better ID. Common names do not properly ID the plant.

Can you send a picture as this might hel when the foliage or whole vine is seen.
There are Many, Many climbers called locally Hummingbird Vine but that normally describes the bell shaped flowers and therefore could be lot's of other plant types.
Sorry not to be more possitive but without more info, everyone no mater where they are from could be guessing what they call Hummingbird plant but it might NOT be the one you have.
