Found this in my garden today, but don't know if it is friend or foe. Thanks for your help in advance.

I suspect that might be related to grasshoppers, but I am not sure.
Here is a link to your state's Integrated Pest Management site. Perhaps you can look around there and see if you can find something. (I have linked you to the grasshopper page)
