Posting for my sister... she says she decided to grow her own bell peppers because the ones she bought at the supermarket and even the ones from the farmer's market had absolutely no taste. Might as well be eating cardboard.
So she tastes the first pepper from her garden and it also has NO taste. She wants to know what causes this. She is same zone as I am - border of zones 8/9.
bell peppers have no taste
milesdt - perhaps your sister is growing the same peppers that she purchased. I'm not sure if commercial grown seed is also available to home gardeners, but I do see companies that sell bulk seed, also sell smaller amounts to home gardeners.
Not all peppers (or other vegetables) taste the same. She will probably have to try several different ones to find the one she likes.
Personally, I have found peppers that have been allowed to change completely to red taste much better than when picked green. Their nutritional value is higher, too.

I absolutely agree with you. This year, instead to harvest a tons of green peppers, I have decide to let the fruit turn yellow/red.
It is taking forever, but the walls are very thick and the peppers are delish !
