weak hybrid tea rose canes

I live in SE Pennsylvania near Longwood Gardens. I have a few rose bushes which have had 3 ft branches (canes?) fall to ground, otherwise appearing healthy. They continue to grow and bloom but are not upright like the remaining branches. Is there something lacking in the ground? Is this the result of an infection? It was worse last year.
