Help! Something keeps attacking my Dichondra argentea...

I hope this is the best place to post this question.

We have several Dichondra argentea in a few different containers. We want to plant some as ground cover so we are letting the runners grow long before planting. We also have some overhanging in a big planter. Every few weeks something attacks the plants and cuts off all the runners. The middle of the plant is just fine, but we find the runners cut up into bits all over. The first time it happened we thought maybe one of the stray cats that passes by my back yard got bored, and thought it was a toy and played with the hanging bits. Now I'm not so sure.

Anybody have any experience? Could it be birds? Or raccoons? Can I do anything to prevent it (short of covering them with nets which will just be ugly)
