I have a Morton Glossy Elm that is growing buds out of leaves?
This is occurring on a number of leaves. (see Picture)
Is this normal?
Is this a problem

That is indeed weird! Do they go on to open up into regular leaves?
They have not opened up, have two of these trees it is only on one.
There are little bugs inside.
I have galls like that every year on one particular witch hazel. They are caused by, I believe, aphids, though I've never seen the aphids. That witch hazel blooms very well for me so I haven't worried too much about them. The first year I saw them I discarded a lot of the leaves but now I just leave them. I think they munch on elm so maybe it's the same one. I think they leave through a small hole through the leaf.
hmm.. Gene mutation.. radiation. j/k
