What type of roses can be grown around saltwater?
Basically West Indes, Trinadad?

Are you in an area with direct salt spray from the ocean?
If you have access to fresh water to keep flushing out the salt, then you could probably keep roses in containers, but the soil is probably too salty for them.
If you are away from the direct ocean influence, then I would probably make raised beds and use soil that does not have any history of salt spray, then deep soak to flush out any salt that might blow in once in a while, perhaps during storms.

The rugosa rose is probably the best choice for that situation.
