Brown Spotting on Blueberry Shrub

Hello,
I have four blueberry shrubs (3 different varieties) and this one (Jersey variety) is the only one that is displaying the following dis-ease. It is it's second season in the site.

Can anyone help ID this issue?

My guess is a bacterial leaf spot. Can you take a sample to a department of agriculture or extension office?

Looks like black spots to me. If so, it's a fungus.
I would take a sample to your local nursery, If in your area,
They are probable already dealt with it before.
