pls help! black (burned look)at circumference of pear leaves

i got problem my pear tree. the circumference of the leaves seems like burnt. and none of the leaves seems in whole, all of them seems to be missing some part of the leaves.

pls help me id the problem and help me with fixing it.

I wonder...
Has there been any herbicide applied near enough that overspray could have drifted near the pear tree?
Or could you have applied something that was a bit too strong just as the buds were opening?

Something happened to alter the growth of the leaves just as they were expanding, so they expanded in that contorted way. The exposed parts (the leaf edges) got burned so they could not expand right. The rest of the leaf continued to grow and the edge split where it could no longer grow.

I would do a few things:
1) Fertilize with a slow release material. Something that will encourage some growth without pushing the plant into making a big burst of growth that might be so tender that something else gets it. Like Fireblight.
2) Deep soak so the fertilizer is available through the root zone, and so the plant is not stressed for water. If your area gets good rainfall through the summer, that is enough, but if not, then irrigate.
3) Watch for pests. Go out at dusk and look at the soil surface, and in the cracks of the bark as well as in the buds and on the leaves. Many pests hide in the soil during the day, then come out at night to feed on the plants.

I didn't apply any chemical.. certainly not chemical fertilizer. I do Organic.. 100% organic..
well, the plant is still ok, nothing worsen..

pears often get fireblight, which is what i think you have there. one cause is fertilization...not over-fertilization, just regular feeding. be very sparing in your feed...or none at all and i think the problem will resolve itself.

Pears and related plants do indeed get fireblight.
These photos do not look like fireblight, though.

hmm, i agree with Diana, this leaves doesn't seems to be fireblight.
