the spots are not raised like a blister, and they are on both sides. I looked at some images of pear tree blister and it's kinda close but I'm not sure. It also said there is nothing I can do about it. Any ideas????

I think it is a bacterial problem, not much you can do about it.
Some of these are spread by splashing raindrops or irrigation. If this is one of those types, then irrigate by slow, deep soaking of the soil with a minimum of splashing. A soaker hose that weeps, not sprays would be ideal.
