Since Dwarf fruit trees are not allowed to be sent to the state of Florida (told by vendor) where can I find Dwarf fruit trees in the state of Florida or what is the best way to grow Dwarf fruit trees?

Juan, you might try contacting the University of Florida agricultural extension office (through www.extension.org), or ask your county extension office for recommendations.
Have you tried local nurseries? If they do not have the variety you are looking for, perhaps they could order it.
How about vendors who are located in Florida?
Any fruit tree can be maintained at "dwarf" heights. Aggressive summer pruning will give you the height and structure that you want. Check out Dave Wilson nursery and there backyard orchard culture. Much more info.
