can i take the persian shield out side in the heat of summer

Absolutely!! I've put many plants outside in many places for decades in 2 states.

It's OK in full shade, but will have better color with an hour or so of early morning or late evening sun. For the most amazing, deeeeep purple leaves, a spot under a big tree is where it really looks best, where the sun hits either early morning or late afternoon, with slight dapples of light all day. You may find that your plant can handle more sun since you are at a higher latitude. When I lived in OH, my PS plants could handle more sun, but still never really hot mid-day rays.

Check for thirst in the mornings because a not-truly-in-need-of-water plant can wilt on a really hot afternoon.

I keep one potted "just in case" but use this plant like Coleus, putting cuttings in various pots and spots in the yard, then taking new cuttings before frost and saving them over winter in bottles/jars of water in the windowsills.

i left my pursian plant out side last night it got pretty cold and now my leaves are and stem have drop over it was dry i watered it and brought it back inside do you think it will make it now

If it didn't get frost, the leaves should perk up. If there was frost, you may need to wait for new leaves to grow. Do you know if there was frost?

thank you all so much i brought it back in the house and put it under the grow light and it is doing fine but some kinda bug was eating on all the leaves

Hope you mean a single bug, easily removed, not a colony of one type?

i dont know what really eat on it i cant see anything but all the leaves have bite holes in them
