I have a berm of new wood chips, with a 6 inch layer of organic cow manure compost on top. Can I plant agastache directly into this. I don't know if 6 inches is deep enough, or if this is to rich. Please help!

Yes, it should be fine to do so; I would imagine it should be very well composted by now. We made new beds in our yard by piling up a foot of compost and had terrific results.
