can i set it out side i am in zone 5 and why doesnt mine every bloom it is several years old

Is it Sansevieria trifasciata? That kind of Sans definitely likes to go outside. If it's not had sun shining right through a window on it, start with some early morning sun or late evening, an hour an day for the first week, turn the plant each day to expose all sides. Increase as gradually as your shade/sun situation will allow. As long as you aren't seeing any sunburn, which I haven't on this kind of Sans, keep giving it more sun. They adapt easily to going outside.

The question, "Why won't my Sans bloom?" is one of the great house plant mysteries of the ages. Some say that once a section/rosette blooms, it won't flower again. Some insist the plant must be root/pot-bound, which I know to be untrue. More light doesn't seem to be the only factor, nor cooler winter temps... It's just not a plant readily inclined to bloom ubiquitously, that's for sure. The tales of what my plants have been through the past couple decades lends few clues. I've seen blooms twice.

Some of the other Sans are even more stingy about blooming "in captivity."

That's inspiring to hear! Do you know what kind of Sans it is? If you could get a pic to show here, I'd love to see it, as I'm sure a lot of people would. 'Tis the season to hope for blooms, which I've been doing - wishing wishing! Maybe we should all be asking your cousin about the conditions of his/her plant. Have you done that?
