Question about Cycads... and Oranges

I was wondering if due to my location I were not able to grow Cycads..
ALSO, I was able to grow an orange tree from a seed.. Its approximately four feet tall and hasn't bore fruit is there any way to safely artificially pollinate it?

I know there are many that are grown in containers. There is a nursery in British Columbia that specializes in mail order cycads
